Human Subject Research - Training and Education
Read this page carefully. Requirements and procedures are different depending on whether you are a paid VAMHCS employee or if you have a "without compensation" (WOC) appointment (includes UMB employees). Additional information is detailed in the appropriate sections below.
In general, all staff are responsible for maintaining their own licensure and certifications. Investigators must provide documentation of required training for themselves and their staff in order to submit protocols to the R&D Committee. A Research Service database that tracks these requirements is updated when training certificates are sent to the Research Service office (Fax 410-605-7906 or Mail Stop 151; attention Heather Riley).
WOCs must also submit documentation of their Scope of Practice for involvement in a protocol and their qualifications to perform those study activities.
In addition, investigators must be able to provide documentation for the following basic educational requirements for themselves and their staff:
- completion of appropriate level of basic education
- completion of appropriate level of professional training
- valid licensure and/or certifications (credentialing).

If you are a paid VAMHCS employee and are involved with human subjects research, you must complete the education and training requirements listed below:
- Annual HIPAA (Privacy) training specific to the VAMHCS. This VA Privacy Policy training is accessed through the VA Learning Management System (LMS)¤ www.lms.va.gov.
- Annual Cyber Security training is accessed through the VA Learning Management System (LMS)¤ www.lms.va.gov.
- Annual VA Research Data Security & Privacy training is accessed through the VA Learning Management System (LMS)¤ www.lms.va.gov. However, for this module only, you must print out a hard copy of your certificate and send it to the Research Service Office¤¤¤. (This training module does not automatically "send" certificates to TEMPO as the Privacy module and the Cyber Security module do).
- Annual combined training in Good Clinical Practices (GCP)¤¤ and "CITI" (Collaborative IRB Training Initiatives) via the web-based training at www.citiprogram.org*. See below for further details about accessing the CITI training modules that are appropriate for you. THERE HAVE BEEN RECENT CHANGES IN THE CITI WEBSITE. CHOOSING THE WRONG VERSION OF CITI COULD MEAN THAT YOU WILL HAVE TO RETAKE THE CORRECT VERSION OF CITI.
¤The LMS Help Desk will assist you to re-set your LMS password, unlock your account and troubleshoot computer issues. Your Help Desk representatives can be contacted through the IRM helpdesk using a Magic Request. The Magic icon can be found on your desktop or you can click on the following link: http://vhaperfpc5/magicsshd.
¤¤The VAMHCS accepts GCP trainings offered by UMB or through the CITI program. Hard copies of certificates must be sent to the Research Service Office.

If you are WOC staff directly involved with VAMHCS human subjects research, you must complete the training requirements listed below in addition to any already required by UMB or other institutions:
- Annual HIPAA training specific to the VAMHCS. This VA Privacy Policy training is accessed through VA Learning Online (VALO)+ https://www.vcampus.com/vcekpvalo/servlet/ekp/login/*.
- Annual Cyber Security training accessed through VALO+ https://www.vcampus.com/vcekpvalo/servlet/ekp/login/*.
- Annual VA Research Data Security & Privacy training accessed through VALO+ https://www.vcampus.com/vcekpvalo/servlet/ekp/login/*.

Step-By-Step Instructions for VALO Training
Access these training courses at VA Learning Online (VALO)*. https://www.vcampus.com/vcekpvalo/servlet/ekp/login/*
The directions to access the training are the same, but they are separate courses.
Click on "Click here" to self enroll.
Enter in the requested information; Station number: 512, Division is: VHA, Employment is: Volunteer WOC.
Click submit and follow these instructions. After you have logged in:
• Click Catalogs (on the left-hand side).
• Click Catalogs (a pop-up window will open).
• Click Mandatory/Required Training Catalog.
• Click Course Title (VHA Privacy Policy, Cyber Security Awareness, or VA Research Data Security and Privacy) (left-hand side).
• Click Enroll Now (bottom right-hand side - you may have to enlarge this window to see "Enroll Now").
• Click Confirm Enrollment (close this window).
You are now back at the original window.
• Click My Courses (left-hand side).
• Click Current Learning Modules.
• Click Course Title (VHA Privacy Policy, Cyber Security Awareness, or VA Research Data Security and Privacy). A pop-up window will open taking you through the modules. At the end of the training, print the certificate.
